Can a neighbour lock a shared access gate?

If OP has an easement, the neighbour cannot obstruct it by locking the gate. The question often arises whether the owner of a path, road etc over which another landowner has a right of way may erect or keep a gate on it. Despite spending some time Googling, I have not been able to find any cases that deal with this question.
